TITP commenced in 1993 in Japan. The program aims to contribute to developing countries by accepting its people and transferring skills through On-the-job Training (OJT) in Japan.
It promotes international cooperation through transfer of skills, techniques and knowledge gained by technical interns to the developing nations. This will not only contribute to the human resource development but will drive economic growth of the said regions.
MSDE of India signed the MoC on Technical Intern Training Programme (TITP) with the Ministry of Health, Labor and Welfare, Ministry of Justice, and Ministry of Foreign Affairs of Japan in October 2017 creating and enabling a framework for bilateral cooperation for appropriate implementation of TITP under the revised Technical Intern Training Act of Japan.
Under the program, selected candidates from India undergo three-to-five years of internship in Japan, after which they are required to return to India and utilize the skills acquired by them in Japan. In January 2018, MSDE appointed National Skill Development Corporation (NSDC) to monitor the program.
India completed the first round of accreditation of 23 Sending Organisations in March 2018 that are recognized by the Organization for Technical Intern Training (OTIT) of Japan for accepting interns under the MoC on TITP. From July to September 2018, the first group of 15 Indian interns trained by CII (an accredited Sending Organisation) has been accepted to train on the job in a Japanese company under the TITP framework. As of date, 17 technical interns from India have entered Japan under TITP.

Specific Skilled Worker (SSW)
Due to aging population of Japan there is a serious shortage of industry specific skilled labor in Japan’s small and medium-sized businesses. There is an inevitable possibility of hindrance in sustainability of Japan’s economic and social infrastructure. Whereas India boasts a fairly young and skilled workforce who are constantly in search of better opportunities.
Hence a MoC was signed between India and Japanese government in 2019 to source a set flow of skilled labor from India to Japan and a new status of residence created by Japan under which skilled Indian nationals can obtain jobs and stay in Japan. The MoC covers 14 categories of specified skills under which skilled workers from India would be eligible for employment in Japan.
Under this program business entities in Japan who require skilled labor can either conduct hiring activities in India directly or outsource them to a network of registered accepting and sending organizations. Such organizations provide complete support to hiring companies and suitable candidates in connecting, screening, training, finalizing work contract, and processing work Visa.
